Yes, Joe Mullen is the man described above. Joe and his brother Brian grew up in the Hells Kitchen section of New York learning to play hockey on roller skates, not strapping on ice skates until they were teenagers. Joe Mullen went on to great success in the NHL managing to win three Stanley Cups over his 16 NHL seasons.
